                     Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, hereby authorizes that Minister

(a) firstly,

(i) to sign, on behalf of the Government of Canada, an Exchange of Letters constituting an Agreement between the Government of Canada and the European Community amending Annex V and Annex VIII of the Agreement between the Government of Canada and the European Community on sanitary measures to protect public and animal health in respect of trade in live animals and animal products, done at Ottawa on December 17, 1998, or

(ii) to execute and issue an Instrument of Full Powers authorizing the Honourable James Scott Peterson, Minister for International Trade, or Jeremy Kinsman, Ambassador of Canada to the European Union, or Richard Fadden, President, Canadian Food Inspection Agency to sign, on behalf of the Government of Canada, an Exchange of Letters constituting an Agreement between the Government of Canada and the European Community amending Annex V and Annex VIII of the Agreement between the Government of Canada and the European Community on sanitary measures to protect public and animal health in respect of trade in live animals and animal products, done at Ottawa on December 17, 1998; and

(b) secondly, to take the action necessary to bring the Exchange of Letters into force for Canada.

                Sur recommandation du ministre des Affaires étrangères, Son Excellence la Gouverneure générale en conseil autorise celui-ci :

a) d’une part,

                (i) soit à signer, au nom du Canada, un échange de lettres constituant un accord entre le Canada et la Communauté européenne afin de modifier l’annexe V et l’annexe VIII de l’Accord entre le gouvernement du Canada et la Communauté européenne relatif aux mesures sanitaires de protection de la santé publique et animale applicables au commerce d’animaux vivants et de produits animaux, fait le 17 décembre 1998,

(ii) soit à signer et à délivrer un instrument de pleins pouvoirs autorisant l’honorable James Scott Peterson, ministre du Commerce international, Jeremy Kinsman, ambassadeur du Canada auprès de l’Union européenne, ou Richard Fadden, président de l’Agence canadienne d’inspection des aliments, au nom du Canada, un échange de lettres constituant un accord entre le Canada et la Communauté européenne afin de modifier l’annexe V et l’annexe VIII de l’Accord entre le gouvernement du Canada et la Communauté européenne relatif aux mesures sanitaires de protection de la santé publique et animale applicables au commerce d’animaux vivants et de produits animaux, fait le 17 décembre 1998;

b) d’autre part, à prendre les mesures nécessaires à l’entrée en vigueur de l’échange de lettres pour le Canada.
