                     Whereas, pursuant to subsection 9(2) of the Canadian Environmental Protection Act, 1999, the Minister of the Environment published in the Canada Gazette, Part I, on January 24, 2004, the proposed Agreement Respecting the Canada-wide Standards for Dioxins and Furans:  Conical Waste Combustion of Municipal Waste — as developed by the Canadian Council of Ministers of the Environment (CCME) under the framework of the Canada-wide Accord on Environmental Harmonization and the Canada-wide Environmental Standards Sub-Agreement — substantially in the annexed form;

                     And whereas, the Minister of the Environment has received no comments or notices of objection in response to the publication of this proposed agreement;

                     Therefore, Her Excellency the Governor General in Council, on the recommendation of the Minister of the Environment, pursuant to paragraph 9(5)(a) of the Canadian Environmental Protection Act, 1999, hereby approves the entry by the Minister of the Environment into an agreement between the Government of Canada and other CCME members respecting the Canada-wide Standards for Dioxins and Furans:  Conical Waste Combustion of Municipal Waste, substantially in accordance with the text in the annexed schedule.

                     Attendu que, conformément au paragraphe 9(2) de la Loi canadienne sur la protection de l’environnement (1999), le ministre de l’Environnement a publié dans la Gazette du Canada Partie I, le 24 janvier 2004, le projet d’accord concernant les Standards pancanadiens relatifs aux dioxines et aux furannes :  combustion de déchets municipaux dans des chambres coniques de combustion — tel qu’élaboré par le Conseil canadien des ministres de l’Environnement (CCME) dans le cadre de l’Accord pancanadien sur l’harmonisation environnementale et de l’Accord auxiliaire l’établissement de standards environnementaux pancanadiens — conforme en substance au texte ci-après;

                     Attendu que le ministre de l’Environnement n’a reçu aucune observation ni aucun avis d’opposition en réponse à la publication de ce projet d’accord,

                     À ces causes, sur recommandation du ministre de l’Environnement et en vertu du paragraphe 9(5) de la Loi canadienne sur la protection de l’environnement (1999), Son Excellence la Gouverneure générale en conseil agrée à la conclusion par le ministre de l’Environnement d’un accord entre le gouvernement du Canada et d’autres membres du CCME concernant les Standards pancanadiens relatifs aux dioxines et aux furannes :  combustion de déchets municipaux dans des chambres coniques de combustion, conforme en substance au texte ci-après.
