                     Her Excellency the Governor General in Council, on the recommendation of the Prime Minister, pursuant to the Special Appointment Regulations, No. 2004-11, hereby appoints Clifford Lincoln of Sainte-Anne-de-Bellevue, Quebec, to be Chairman of the Panel on Access to Third-language Public Television Services, to hold office during pleasure, and fixes his remuneration and other conditions of employment as set out in the schedule hereto, for a term ending October 15, 2004.

                     Sur recommandation du premier ministre et en vertu du Règlement n^o 2004-11 portant affectation spéciale, Son Excellence la Gouverneure générale en conseil nomme Clifford Lincoln, de Sainte-Anne-de-Bellevue (Québec), au poste de président du Groupe de travail sur l’accès aux services de télévision publics en langues tierces, à titre amovible, et fixe son traitement et d’autres conditions d’emploi conformément à l'annexe ci-jointe, pour une période se terminant le 15 octobre 2004.
