                     Her Excellency the Governor General in Council, on the recommendation of the Minister of the Environment and the Minister of Indian Affairs and Northern Development, pursuant to subparagraph 22.1.1(ii) and paragraph 23.1.2 of the James Bay and Northern Quebec Agreement, hereby appoints to the position of Administrator in matters involving federal jurisdiction for the purposes of sections 22 and 23 of that Agreement:

          (a)      the President of the Canadian Environmental Assessment Agency; and

          (b)      in the event of the absence or incapacity of the President or a vacancy in that office, any person acting as the President for the time being pursuant to subsection 65(4) or 65(5) of the Canadian Environmental Assessment Act.

                     Sur recommandation du ministre de l’Environnement et du ministre des Affaires indiennes et du Nord canadien et en vertu du sous-alinéa 22.1.1(ii) et de l’alinéa 23.1.2 de la Convention de la Baie James et du Nord québécois, Son Excellence la Gouverneure générale en conseil nomme à titre d’administrateur en matière de compétence fédérale pour l’application des articles 22 et 23 de cette convention :

          a)       le président de l’Agence canadienne d’évaluation environnementale;

          b)       en cas d’absence ou d’empêchement du président ou de vacance de son poste, la personne nommée au titre du paragraphe 65(4) ou 65(5) de la Loi canadienne sur l’évaluation environnementale pour exercer les fonctions de président.
