Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, hereby authorizes:

(a) the Minister of Foreign Affairs:

(i) to sign, on behalf of the Government of Canada, the Agreement between the Government of Canada and the Government of the United States of America for Cooperation in the Examination of Refugee Status Claims from Nationals of Third Countries ("Safe Third Country Agreement"), done at Ottawa on August 30, 2002, or

(ii) to execute and issue an Instrument of Full Powers authorizing Michael Kergin, Ambassador of Canada to the United States of America, or Bertin Côté, Minister and Deputy Head of Mission, or Michel Dorais, Deputy Minister, Department of Citizenship and Immigration, or Joan Atkinson, Assistant Deputy Minister, to sign, on behalf of the Government of Canada, the Agreement between the Government of Canada and the Government of the United States of America for Cooperation in the Examination of Refugee Status Claims from Nationals of Third Countries ("Safe Third Country Agreement"), done at Ottawa on August 30, 2002;

(b) the Minister of Foreign Affairs to take the action necessary to bring the Agreement into force for Canada.

Sur recommandation du ministre des Affaires étrangères, Son Excellence la Gouverneure générale en conseil autorise :

a) le ministre des Affaires étrangères

(ii) soit à signer, au nom du gouvernement du Canada, l'Accord entre le gouvernement du Canada et le gouvernement des États-Unis d'Amérique pour la coopération en matière d'examen des demandes de statut de réfugié présentées par des ressortissants de pays tiers, fait à Ottawa le 30 août 2002,

(ii) soit à établir et à délivrer un instrument de pleins pouvoirs autorisant Michael Kergin, ambassadeur du Canada auprès des États-Unis d'Amérique, ou Bertin Côté, ministre et chef de mission adjoint, ou Michel Dorais, sous-ministre, ministère de la Citoyenneté et de l'Immigration, ou Joan Atkinson, sous-ministre adjointe, à signer, au nom du gouvernement du Canada, l'Accord entre le gouvernement du Canada et le gouvernement des États-Unis d'Amérique pour la coopération en matière d'examen des demandes de statut de réfugié présentées par des ressortissants de pays tiers, fait à Ottawa le 30 août 2002,

b) le ministre des Affaires étrangères à prendre les mesures nécessaires à l'entrée en vigueur de l'Accord pour le Canada.
