SCHEDULE

Annex to the 2019 Order in Council

1. The terms “appropriate authority”, “loan year”, “Minister” and “qualifying student” have the meanings assigned to them in the Canada Student Financial Assistance Act (the Act) and its regulations.

  1. The Minister will, in respect of the 2019-2020 loan year and subsequent loan years, pay to a participating province an administrative fee equal to the aggregate of the following:

  1. A fixed component - the amount provided in Table I that corresponds to the number of fully assessed applicants in the participating province regardless of whether they qualify for loans or grants under the Act. It includes additional amounts contingent on the receipt of complete SIN-level student information data as required by and in the format determined by the Minister;

  1. A Designation Component – The formula to calculate the designation component is equal to a base fee of $23,350 in addition to $4 per loan disbursed in the participating province plus $1,315 per institution designated by the participating province in accordance with the criteria set out in the Pan-Canadian Designation Framework in the jurisdiction. The amount that each jurisdiction will be awarded will depend on the degree of compliance with the Pan-Canadian Designation Framework and provisions of designation-related services. The Designation Fee is divided in four components as follows:

  • For Early withdrawal and Tuition Refunds, a participating province will receive 30% of the maximum eligible Designation Fee;

  1. The participating province will be required to maintain a record of borrowers eligible to receive federal tuition refunds from their designated educational institutions and to submit a report to the Minister detailing all tuition refunds for withdrawals occurring over the preceding loan year.
  2. 100% of this component will be received in the first year;
  3. For the second year, the Minister will determine whether the percentage of this component will be the percentage of correct tuition refund calculations within the participating province or the percentage of total discrepancy dollars within the participating province. The minimum amount will be 50% of this component.
  4. From year 3 forward no minimum percentage will be given. The percentage will be calculated based on the sole formula of the second year.
  • For Memorandums of Understanding (MOU) or Letters of Understanding (LOU), the participating province will receive 15% of maximum eligible Designation Fee;

  1. The participating province will be required to enter into a MOU or LOU with each designated educational institution and to submit proof of these MOUs or LOUs to the Minister. Elements to be included in these MOUs and LOUs are outlined in the Designation Policy Framework.
  2. The percentage of this component that a participating province will receive will be based on the percentage of designated educational institutions in the participating province that have a MOU or LOU in place.

- 3 -

  1. A participating province will be required to sign improvement plans with designated educational institutions depending on their level of student loans repayment risk and to submit proof of the plans to the Minister.
  2. For a participating province that has one or more designated educational institutions with high risk student loans repayment, the percentage of this component that the participating province will receive will be based on the percentage of high risk designated educational institutions in the jurisdiction that have an improvement plan per current evaluation cycle.
  3. For a participating province that has no designated educational institutions with high risk student loan repayment, no improvement plans will be required and the maximum percentage of this component will be paid out to the participating province.

  • For Institutional Improvement Plan, a participating province will receive 30% of maximum eligible Designation Fee;
  • For Performance targets, a participating province will receive 25% of the maximum eligible Designation Fee.

  1. Designated educational institutions having less than 6 borrowers will be excluded from the calculation for this component.
  2. The percentage of this component that a participating province will receive will be based on the percentage of designated educational institutions meeting their performance targets in the participating province.
  1. An Operational Development component – which is equal to $400,000 for each participating province and territory. This component is intended to compensate the participating provinces and territory for their costs due to federal changes to student financial assistance, for example to update information technology systems.

  1. For the purpose of paragraph 2(b), a qualifying student will be counted

  1. once in respect of a loan year for which the student is issued a certificate of eligibility for a student loan, regardless of the number of certificates of eligibility issued to the student; and

  1. once in respect of a loan year for which the student is issued a Canada Student Grant, regardless of the number of grants issued to the student. This means that a participating province will be compensated twice for a qualifying student who is approved for a student loan and a Canada Student Grant, since work is required on both these financial aid components.

  1. For the purpose of paragraph 2(a) and 2(c), a participating province has to fulfill requirements of compliance to receive the maximum eligible amount.

  1. (1) The federal government, represented by the Minister, will continue to contribute to the Special Investment Fund, that was set up and is being jointly managed with the participating provinces, as defined in the terms of reference established by the Intergovernmental Consultative Committee on Student Financial Assistance, for the purpose of

  1. developing common information systems;
  2. improving audit and verification capabilities;
  3. enhancing communication with students; and
  4. responding to research needs that support ongoing joint federal-provincial policy development on student financial assistance.

(2) The Minister will, in respect of the 2019-2020 loan year and subsequent loan years, pay an additional amount of $1,262,850 per loan year into the special investment fund

  1. une seule fois pour ce qui est de l’année de prêt pendant laquelle l’étudiant se voit délivrer un certificat d’admissibilité pour un prêt étudiant, sans égard au nombre de certificats d’admissibilité qui lui sont délivrés;

…/4

  1. la création de systèmes d’information communs;
  2. l’amélioration des capacités de contrôle et de vérification;
  3. l’amélioration de la communication avec les étudiants;
