Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, authorizes

(a) the Prime Minister or the Minister of Foreign Affairs to sign, on behalf of Canada, subject to ratification, the Convention establishing an International Claims Commission for Ukraine, adopted at The Hague on December 16, 2025; or

(b) the Minister of Foreign Affairs to execute and issue an Instrument of Full Powers authorizing John Hannaford, Personal Representative of the Prime Minister to the European Union; Nicholas Brousseau, Deputy Head of Mission, Mission of Canada to the European Union; or Rebecca Netley, Legal Adviser and Director General, International Law Bureau, Department of Foreign Affairs, Trade and Development, to sign, on behalf of Canada, subject to ratification, the Convention establishing an International Claims Commission for Ukraine, adopted at The Hague on December 16, 2025.

Sur recommandation de la ministre des Affaires étrangères, Son Excellence la Gouverneure générale en conseil autorise :

a) soit le premier ministre ou la ministre des Affaires étrangères à signer, au nom du Canada, sous réserve de ratification, la Convention établissant une Commission internationale des réclamations pour l’Ukraine, adoptée à La Haye le 16 décembre 2025;

b) soit la ministre des Affaires étrangères à signer et à délivrer un instrument de pleins pouvoirs autorisant John Hannaford, représentant personnel du premier ministre auprès de l’Union européenne, Nicholas Brousseau, chef adjoint de la Mission du Canada auprès de l’Union européenne, ou Rebecca Netley, jurisconsulte et directrice générale de la Direction générale du droit international au ministère des Affaires étrangères, du Commerce et du Développement, à signer, au nom du Canada, sous réserve de ratification, la Convention établissant une Commission internationale des réclamations pour l’Ukraine, adoptée à La Haye le 16 décembre 2025.
