Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, authorizes

(a) the Prime Minister or the Minister of Foreign Affairs to sign, on behalf of Canada, subject to ratification,the Agreement between Canada and the European Union laying down the conditions for the participation of Canadian legal entities and products originating in Canada to procurement under the SAFE Instrument; or

(b) the Minister of Foreign Affairs to execute and issue an Instrument of Full Powers authorizing David Joseph McGuinty, Minister of National Defence; Maninder Sidhu, Minister of International Trade; or John Hannaford, Personal Representative of the Prime Minister to the European Union, to sign, on behalf of the Government of Canada, subject to ratification, the Agreement between Canada and the European Union laying down the conditions for the participation of Canadian legal entities and products originating in Canada to procurement under the SAFE Instrument.

Sur recommandation de la ministre des Affaires étrangères, Son Excellence la Gouverneure générale en conseil autorise :

a) soit le premier ministre ou la ministre des Affaires étrangères à signer, au nom du Canada, sous réserve de ratification, l’Accord entre le Canada et l’Union européenne fixant les conditions de participation des entités juridiques canadiennes et des produits originaires du Canada à des acquisitions au titre de l’instrument SAFE;

b) soit l la ministre des Affaires étrangères à signer et à délivrer un instrument de pleins pouvoirs autorisant David Joseph McGuinty, ministre de la Défense nationale, Maninder Sidhu, ministre du Commerce international, ou John Hannaford, représentant personnel du premier ministre auprès de l’Union européenne, à signer, au nom du gouvernement du Canada, sous réserve de ratification, l’Accord entre le Canada et l’Union européenne fixant les conditions de participation des entités juridiques canadiennes et des produits originaires du Canada à des acquisitions au titre de l’instrument SAFE.
