Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, authorizes

(a) the Prime Minister or the Minister of Foreign Affairs to sign, on behalf of the Government the Government of Canada, subject to ratification, the Agreement between the Government of Canada and the Government of Japan concerning the Transfer of Defense Equipment and Technology; or

(b) the Minister of Foreign Affairs to execute and issue an Instrument of Full Powers authorizing David Joseph McGuinty, Minister of National Defence; Maninder Sidhu, Minister for International Trade; Stephen Fuhr, Minister of State (Defence Procurement); Stefanie Beck, Deputy Minister of National Defence; David Morrison, Deputy Minister of Foreign Affairs; or Ian Gerard McKay, Ambassador Extraordinary and Plenipotentiary of Canada to Japan, to sign, on behalf of the Government of Canada, subject to ratification, the Agreement between the Government of Canada and the Government of Japan concerning the Transfer of Defense Equipment and Technology.

Sur recommandation de la ministre des Affaires étrangères, Son Excellence la Gouverneure générale en conseil autorise :

a) soit le premier ministre ou la ministre des Affaires étrangères à signer, au nom du gouvernement du Canada, sous réserve de ratification, l’Accord entre le Gouvernement du Canada et le Gouvernement du Japon relatif au transfert d’équipements et technologies de défense;

b) soit la ministre des Affaires étrangères à signer et à délivrer un instrument de pleins pouvoirs autorisant David Joseph McGuinty, ministre de la Défense nationale, Maninder Sidhu, ministre du Commerce international, Stephen Fuhr, ministre d’État (Approvisionnement en matière de défense), Stefanie Beck, sous-ministre de la Défense nationale, David Morrison, sous-ministre des Affaires étrangères, ou Ian Gerard McKay, ambassadeur extraordinaire et plénipotentiaire du Canada auprès du Japon, à signer, au nom du gouvernement du Canada, sous réserve de ratification, l’Accord entre le Gouvernement du Canada et le Gouvernement du Japon relatif au transfert d’équipements et technologies de défense.
