Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, authorizes

(a) the Prime Minister or the Minister of Foreign Affairs to sign, on behalf of Canada, subject to ratification, the Agreement between the Government of Canada and the Government of Japan on the Security of Information; or

(b) the Minister of Foreign Affairs to execute and issue an Instrument of Full Powers authorizing David Joseph McGuinty, Minister of National Defence; Joël Lightbound, Minister of Public Works and Government Services; David Morrison, Deputy Minister of Foreign Affairs; Richard Arbeiter, Political Director and Assistant Deputy Minister for International Security and Political Affairs, Department of Foreign Affairs, Trade and Development; or Ian Gerard McKay, Ambassador Extraordinary and Plenipotentiary of Canada to Japan, to sign, on behalf of the Government of Canada, subject to ratification, the Agreement between the Government of Canada and the Government of Japan on the Security of Information.

Sur recommandation de la ministre des Affaires étrangères, Son Excellence la Gouverneure générale en conseil autorise :

a) soit le premier ministre ou la ministre des Affaires étrangères à signer, au nom du Canada, sous réserve de ratification, l’Accord entre le Gouvernement du Canada et le Gouvernement du Japon sur la sécurité des informations;

b) soit la ministre des Affaires étrangères à signer et à délivrer un instrument de pleins pouvoirs autorisant David Joseph McGuinty, ministre de la Défense nationale, Joël Lightbound, ministre des Travaux publics et des Services gouvernementaux, David Morrison, sous-ministre des Affaires étrangères, Richard Arbeiter, directeur politique et sous-ministre adjoint de la Sécurité internationale et des Affaires politiques, ministère des Affaires étrangères, du Commerce et du Développement, ou Ian Gerard McKay, ambassadeur extraordinaire et plénipotentiaire du Canada auprès du Japon, à signer, au nom du Canada, sous réserve de ratification, l’Accord entre le Gouvernement du Canada et le Gouvernement du Japon sur la sécurité des informations.
