 Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, authorizes:

(a) the Prime Minister or the Minister of Foreign Affairs to sign, on behalf of the Government of Canada, subject to ratification, the Agreement between Canada, of the One Part, and the European Union, of the Other Part, on the Participation of Canada in Union Programmes; or

(b) the Minister of Foreign Affairs to execute and issue an Instrument of Full Powers authorizing François-Philippe Champagne, Minister of Industry; Mary Ng, Minister for International Trade; Simon Kennedy, Deputy Minister of Industry; Francis Bilodeau, Associate Deputy Minister of Industry; Stéphane Dion, Ambassador Extraordinary and Plenipotentiary of Canada to the French Republic and the Principality of Monaco and Special Envoy to the European Union and Europe, or Ailish Campbell, Ambassador of Canada to the European Union, to sign, on behalf of the Government of Canada, subject to ratification, the Agreement between Canada, of the One Part, and the European Union, of the Other Part, on the Participation of Canada in Union Programmes.

Sur recommandation de la ministre des Affaires étrangères, Son Excellence la Gouverneure générale en conseil autorise :

a) soit le premier ministre ou la ministre des Affaires étrangères à signer, au nom du gouvernement du Canada, sous réserve de ratification, l’Accord entre le Canada, d’une part, et l’Union européenne, d’autre part, relatif à la participation du Canada aux programmes de l’Union;

b) soit la ministre des Affaires étrangères à signer et à délivrer un instrument de pleins pouvoirs autorisant François-Philippe Champagne, ministre de l’Industrie, Mary Ng, ministre du Commerce international, Simon Kennedy, sous-ministre de l’Industrie, Francis Bilodeau, sous-ministre délégué de l’Industrie, Stéphane Dion, ambassadeur extraordinaire et plénipotentiaire du Canada auprès de la République française et de la Principauté de Monaco et envoyé spécial auprès de l’Union européenne et de l’Europe, ou Ailish Campbell, ambassadrice du Canada auprès de l’Union européenne, à signer, au nom du gouvernement du Canada, sous réserve de ratification, l’Accord entre le Canada, d’une part, et l’Union européenne, d’autre part, relatif à la participation du Canada aux programmes de l’Union.
