                     Her Excellency the Governor General in Council, on the recommendation of the Minister of State and Leader of the Government in the House of Commons, pursuant to subsection 24(1) of the Canada Elections Act, hereby appoints John Burns, 137 Hall Street, Richmond Hill, Ontario, to be the Returning Officer for the electoral district of Richmond Hill, as established in the Representation Order proclaimed on August 25, 2003.
