                 Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, hereby authorizes that Minister

(a) firstly,

(i) to sign, on behalf of the Government of Canada, the Framework Agreement between the Government of Canada and the Government of the French Republic on Youth Mobility, or

(ii) to execute and issue an Instrument of Full Powers authorizing the Raymond A.J. Chrétien, Ambassador of Canada to the French Republic, or Terrence Lonergan, Minister-Counsellor, to sign, on behalf of the Government of Canada, the Framework Agreement between the Government of Canada and the Government of the French Republic on Youth Mobility; and

(b) secondly, to take the action necessary to bring the Framework Agreement into force for Canada.

                Sur recommandation du ministre des Affaires étrangères, Son Excellence la Gouverneure générale en conseil autorise ce dernier :

a) premièrement :

(i) soit à signer, au nom du gouvernement du Canada, l’Accord entre le gouvernement de la République française et le gouvernement du Canada relatif aux échanges de jeunes,

(ii) soit à signer et à délivrer un instrument de pleins pouvoirs autorisant Raymond A.J. Chrétien, ambassadeur du Canada auprès de la République française, ou Terrence Lonergan, ministre-conseiller, à signer, au nom du gouvernement du Canada, l’Accord entre le gouvernement de la République française et le gouvernement du Canada relatif aux échanges de jeunes;

b) deuxièmement, à prendre les mesures nécessaires à l’entrée en vigueur de l’Accord pour le Canada.
