Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, authorizes

(a) the Prime Minister or the Minister of Foreign Affairs to sign, on behalf of the Government of Canada, subject to ratification, the Headquarters Agreement between the Government of Canada and the Commission for Environmental Cooperation; or

(b) the Minister of Foreign Affairs to execute and issue an Instrument of Full Powers authorizing Jonathan Wilkinson, Minister of the Environment, Marta Morgan, Deputy Minister of Foreign Affairs, Catherine Stewart, Assistant Deputy Minister, International Affairs Branch, Environment and Climate Change Canada or Lucie Desforges, Director General, Bilateral Affairs and Trade Directorate, Environment and Climate Change Canada, to sign on behalf of the Government of Canada subject to ratification, the Headquarters Agreement between the Government of Canada and the Commission for Environmental Cooperation.

Sur recommandation du ministre des Affaires étrangères, Son Excellence la Gouverneure générale en conseil autorise :

a) soit le premier ministre ou le ministre des Affaires étrangères à signer, au nom du gouvernement du Canada, sous réserve de ratification, l’Accord de siège entre le Gouvernement du Canada et la Commission de coopération environnementale;

b) soit le ministre des Affaires étrangères à signer et à délivrer un instrument de pleins pouvoirs autorisant Jonathan Wilkinson, ministre de l’Environnement, Marta Morgan, sous-ministre des Affaires étrangères, Catherine Stewart, sous-ministre adjointe, Direction générale des affaires internationales, Environnement et Changement climatique Canada, ou Lucie Desforges, directrice générale, Direction des affaires bilatérales et commerce, Environnement et Changement climatique Canada, à signer, au nom du gouvernement du Canada, sous réserve de ratification, l’Accord de siège entre le Gouvernement du Canada et la Commission de coopération environnementale.
