Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, authorizes the Minister of Foreign Affairs

(a) to represent the Government of Canada at the Extraordinary Congress of the Universal Postal Union to be held in Geneva on September 24 and 25, 2019, to take part in its deliberations, to vote and to sign, on behalf of the Government of Canada, subject to ratification, the Acts of the Third Extraordinary Congress of the Universal Postal Union; or

(b) to execute and issue an Instrument of Full Powers authorizing Doug Ettinger, President and Chief Executive Officer, Canada Post Corporation, or Rajeev Venugopal, General Manager, International Relations, Canada Post Corporation, or Stephen Johnson, Director, International Relations, Canada Post Corporation, or Jorge Gutierrez Connelly, Manager, International Trade and Business Development, Canada Post Corporation, to represent the Government of Canada at the Extraordinary Congress of the Universal Postal Union to be held in Geneva on September 24 and 25, 2019, to take part in its deliberations, to vote and to sign, on behalf of the Government of Canada, subject to ratification, the Acts of the Third Extraordinary Congress of the Universal Postal Union.

Sur recommandation de la ministre des Affaires étrangères, Son Excellence la gouverneure générale en conseil autorise celle-ci :

a) soit à représenter le gouvernement du Canada au Congrès extraordinaire de l’Union postale universelle, qui se tiendra à Genève les 24 et 25 septembre 2019, à prendre part à ses délibérations, à voter et à signer, au nom du gouvernement du Canada, sous réserve de ratification, les Actes du troisième Congrès extraordinaire de l’Union postale universelle;

b) soit à signer et à délivrer un instrument de pleins pouvoirs autorisant Doug Ettinger, président-directeur général, Société canadienne des postes, ou Rajeev Venugopal, directeur général, Relations internationales, Société canadienne des postes, ou Stephen Johnson, directeur, Relations internationales, Société canadienne des postes, ou Jorge Gutierrez Connelly, gestionnaire, Commerce international et développement des affaires, Société canadienne des postes, à représenter le gouvernement du Canada au Congrès extraordinaire de l’Union postale universelle, qui se tiendra à Genève les 24 et 25 septembre 2019, à prendre part à ses délibérations, à voter et à signer, au nom du gouvernement du Canada, sous réserve de ratification, les Actes du troisième Congrès extraordinaire de l’Union postale universelle.
