Her Excellency the Governor General in Council, on the recommendation of the Prime Minister, pursuant to section 7 and Article VII of the Schedule to the International Boundary Waters Treaty Act, appoints Francis Henry Lickers of Cornwall, Ontario, to be a Commissioner of the International Joint Commission, to hold office during pleasure for a term of four years.
