Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, authorizes

(a) the Prime Minister or the Minister of Foreign Affairs to sign, on behalf of the Government of Canada, subject to ratification, the Agreement on Environmental Cooperation among the Governments of Canada, the United Mexican States, and the United States of America; or

(b) the Minister of Foreign Affairs to execute and issue an Instrument of Full Powers authorizing Catherine McKenna, Minister of the Environment; Sean Fraser, Parliamentary Secretary to the Minister of the Environment; Stephen Lucas, Deputy Minister of the Environment; Pierre Alarie, Ambassador Extraordinary and Plenipotentiary of Canada to the United Mexican States; or David MacNaughton, Ambassador Extraordinary and Plenipotentiary of Canada to the United States of America, to sign, on behalf of the Government of Canada, subject to ratification, the Agreement on Environmental Cooperation among the Governments of Canada, the United Mexican States, and the United States of America.

Sur recommandation de la ministre des Affaires étrangères, Son Excellence la Gouverneure générale en conseil autorise :

a) soit le premier ministre ou la ministre des Affaires étrangères à signer, au nom du gouvernement du Canada, sous réserve de ratification, l’Accord de coopération dans le domaine de l’environnement entre les gouvernements du Canada, des États Unis du Mexique et des États-Unis d’Amérique;

b) soit la ministre des Affaires étrangères à signer et à délivrer un instrument de pleins pouvoirs autorisant Catherine McKenna, ministre de l’Environnement, Sean Fraser, secrétaire parlementaire de la ministre de l’Environnement, Stephen Lucas, sous-ministre de l’Environnement, Pierre Alarie, ambassadeur extraordinaire et plénipotentiaire du Canada auprès des États-Unis du Mexique, ou David MacNaughton, ambassadeur extraordinaire et plénipotentiaire du Canada auprès des États-Unis d’Amérique, à signer, au nom du gouvernement du Canada, sous réserve de ratification, l’Accord de coopération dans le domaine de l’environnement entre les gouvernements du Canada, des États-Unis du Mexique et des États-Unis d’Amérique.
