Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, authorizes

(a) the Prime Minister or the Minister of Foreign Affairs to sign, on behalf of the Government of Canada, subject to ratification, the Exchange of Letters between the Government of Canada and the Government of Japan constituting an Agreement concerning Motor Vehicle Standards and Regulations; or

(b) the Minister of Foreign Affairs to execute and issue an Instrument of Full Powers authorizing James Gordon Carr, Minister for International Trade; Timothy Sargent, Deputy Minister for International Trade; Steve Verheul, Assistant Deputy Minister, Trade Policy and Negotiations; or Ian Burney, Ambassador Extraordinary and Plenipotentiary of Canada to Japan, to sign, on behalf of the Government of Canada, subject to ratification, the Exchange of Letters between the Government of Canada and the Government of Japan constituting an Agreement concerning Motor Vehicle Standards and Regulations.

Sur recommandation de la ministre des Affaires étrangères, Son Excellence la Gouverneure générale en conseil autorise :

a) soit le premier ministre ou la ministre des Affaires étrangères à signer, au nom du gouvernement du Canada, sous réserve de ratification, l’Échange de lettres entre le gouvernement du Canada et le gouvernement du Japon constituant un Accord sur les normes et règlements visant les véhicules automobiles;

b) soit la ministre des Affaires étrangères à signer et à délivrer un instrument de pleins pouvoirs autorisant James Gordon Carr, ministre du Commerce international, Timothy Sargent, sous-ministre du Commerce international, Steve Verheul, sous-ministre adjoint, Politique et négociations commerciales, ou Ian Burney, ambassadeur extraordinaire et plénipotentiaire du Canada auprès du Japon, à signer, au nom du gouvernement du Canada, sous réserve de ratification, l’Échange de lettres entre le gouvernement du Canada et le gouvernement du Japon constituant un Accord sur les normes et règlements visant les véhicules automobiles.
