His Excellency the Governor General in Council, on the recommendation of the Minister of Justice, pursuant to paragraph 3(2)(a) and subsection 5(1) of the Competition Tribunal Act, appoints the Honourable Michael L. Phelan of Ottawa, Ontario, a Judge of the Federal Court, to be a member of the Competition Tribunal, to hold office for a term of seven years.
