                      Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, hereby authorizes that Minister:

(a) firstly

(i) to sign, on behalf of the Government of Canada, an Exchange of Notes amending the Agreement between the Government of Canada and the Government of the United States of America for the establishment of a binational educational exchange foundation (the Canada-U.S. Fulbright Program), done at Washington, on November 15, 1999, or

(ii) to execute and issue an Instrument of Full Powers authorizing the Honourable Pierre S. Pettigrew, Minister for International Trade, or Michael Kergin, Ambassador of Canada to the United States of America, or Bertin Côté, Minister and Deputy Head of Mission, or Michael Brock, Director General, International Cultural Relations Bureau, Department of Foreign Affairs and International Trade, to sign, on behalf of the Government of Canada, an Exchange of Notes amending the Agreement between the Government of Canada and the Government of the United States of America for the establishment of a binational educational exchange foundation (the Canada-U.S. Fulbright Program), done at Washington, on November 15, 1999; and

(b) secondly, to take the action necessary to bring the Amendment into force for Canada.

                      Sur recommandation du ministre des Affaires étrangères, Son Excellence la Gouverneure générale en conseil autorise ce dernier :

a) premièrement, selon le cas :

(i) à signer, au nom du gouvernement du Canada, un Échange de notes modifiant l’Accord entre le Gouvernement du Canada et le Gouvernement des États-Unis d’Amérique portant création d’une fondation binationale pour les échanges dans le domaine de l’éducation (le Programme Canada-É.-U. Fulbright), fait à Washington, le 15 novembre 1999,

(ii) à établir et à délivrer un instrument de pleins pouvoirs autorisant l’honorable Pierre S. Pettigrew, ministre du Commerce international, ou Michael Kergin, ambassadeur du Canada auprès des États-Unis d’Amérique, ou Bertin Côté, ministre et chef de mission adjoint, ou Michael Brock, Directeur général, Direction générale des relations culturelles internationales, ministère des Affaires étrangères et du Commerce international, à signer, au nom du gouvernement du Canada, l’Échange de Notes modifiant l’Accord entre le Gouvernement du Canada et le Gouvernement des États-Unis d’Amérique portant création d’une fondation binationale pour les échanges dans le domaine de l’éducation (le Programme Canada-É.U. Fulbright), fait à Washington, le 15 novembre 1999;

b) deuxièmement, à prendre les mesures nécessaires à l’entrée en vigueur de la Modification pour le Canada.
