His Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, authorizes the Minister of Foreign Affairs:

(a) to sign, on behalf of the Government of Canada, subject to ratification, an Exchange of Letters constituting an Agreement between the Government of Canada, the Government of the United Mexican States and the Government of the United States of America amending Annex 401 of the North American Free Trade Agreement between the Government of Canada, the Government of the United Mexican States and the Government of the United States of America; or

(b) to execute and issue an Instrument of Full Powers authorizing Chrystia Freeland, Minister for International Trade, or Christine Hogan, Deputy Minister for International Trade, or Martin Moen, Director General, North America and Investment, to sign, on behalf of the Government of Canada, subject to ratification, an Exchange of Letters constituting an Agreement between the Government of Canada, the Government of the United Mexican States and the Government of the United States of America amending Annex 401 of the North American Free Trade Agreement between the Government of Canada, the Government of the United Mexican States and the Government of the United States of America.

Sur recommandation du ministre des Affaires étrangères, Son excellence le Gouverneur général en conseil autorise celui-ci :

a) soit à signer, au nom du gouvernement du Canada, sous réserve de ratification, un Échange de lettres constituant un Accord entre le gouvernement du Canada, le gouvernement des États-Unis du Mexique et le gouvernement des États-Unis d’Amérique modifiant l’Annexe 401 de l’Accord de libre-échange nord-américain entre le gouvernement du Canada, le gouvernement des États-Unis du Mexique et le gouvernement des États-Unis d’Amérique;

b) soit à signer et à délivrer un instrument de pleins pouvoirs autorisant Chrystia Freeland, ministre du Commerce international, ou Christine Hogan, sous-ministre du Commerce international, ou Martin Moen, Directeur général, Amérique du Nord et investissement, à signer, au nom du gouvernement du Canada, sous réserve de ratification, un Échange de lettres constituant un Accord entre le gouvernement du Canada, le gouvernement des États-Unis du Mexique et le gouvernement des États-Unis d’Amérique modifiant l’Annexe 401 de l’Accord de libre-échange nord-américain entre le gouvernement du Canada, le gouvernement des États-Unis du Mexique et le gouvernement des États-Unis d’Amérique.
