His Excellency the Governor General in Council, on the recommendation of the Minister of International Development, pursuant to section 5 of the International Development Research Centre Act, appoints Margaret Biggs of Ottawa, Ontario, to be Chairperson of the Board of Governors of the International Development Research Centre, to hold office during pleasure for a term of three years.
