His Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, authorizes the Minister of Foreign Affairs

(a) to sign, on behalf of the Government of Canada, subject to ratification, the Exchange of Notes between the Government of Canada and the Government of the United States of America concluding amendments to the Treaty between the Government of Canada and the Government of the United States of America on Pacific Coast Albacore Tuna Vessels and Port Privileges; or

(b) to execute and issue an Instrument of Full Powers authorizing Gary Doer, Ambassador of Canada to the United States of America, or Deborah Lyons, Deputy Head of Mission and Minister-Counsellor, Embassy of Canada to the United States of America, or Sheila Riordan, Minister, Embassy of Canada to the United States of America, or Martial Pagé,

Director General, North America Policy Bureau, Department of Foreign Affairs and International Trade, to sign, on behalf of the Government of Canada, subject to ratification, the Exchange of Notes between the Government of Canada and the Government of the United States of America concluding amendments to the Treaty between the Government of Canada and the Government of the United States of America on Pacific Coast Albacore Tuna Vessels and Port Privileges.

Sur recommandation du ministre des Affaires étrangères, Son Excellence le Gouverneur général en conseil autorise celui-ci :

a) soit à signer, au nom du gouvernement du Canada, sous réserve de ratification, l’Échange de notes entre le gouvernement du Canada et le gouvernement des États-Unis d’Amérique concluant les amendements au Traité entre le gouvernement du Canada et le gouvernement des États-Unis d’Amérique concernant les thoniers (thon blanc) du Pacifique et leurs privilèges portuaires;

b) soit à signer et à délivrer un instrument de pleins pouvoirs autorisant Gary Doer, ambassadeur du Canada auprès des États-Unis d’Amérique, ou Deborah Lyons, chef de mission adjointe et ministre-conseillère, ambassade du Canada auprès des États-Unis d’Amérique, ou Sheila Riordan, ministre, ambassade du Canada auprès des États-Unis d’Amérique, ou
