Whereas the Government of Canada has a role to play in engaging Aboriginal communities on proposed west coast energy infrastructure, which includes communicating economic benefits, protecting the environment, addressing potential impacts and ensuring that aboriginal communities share in the benefits from the responsible development of Canada’s natural resources;

Whereas it is desirable that a special adviser to the Prime Minister be appointed, to be known as the Special Federal Representative on West Coast Energy Infrastructure (“Special Federal Representative”) who would pursue greater Aboriginal engagement on opportunities related to proposed west coast energy infrastructure, including identifying the factors required to build greater Aboriginal support, engagement and participation on the basis of shared interests;

Whereas the Special Federal Representative would work closely with the Department of Natural Resources, as well as other relevant federal departments and agencies, as required;

And whereas the work of the Special Federal Representative is to complement, rather than to duplicate or substitute for, the Crown’s duty to consult on individual projects, which will continue as required through established processes, and his activities would not replace obligations or commitments that are the responsibility of project proponents or provinces;
