                      Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, hereby authorizes that Minister

(a) firstly,

(i) to sign, on behalf of the Government of Canada, an Arrangement, constituting an Agreement, between the Government of Canada and the European Space Agency concerning participation by the Government of Canada in the development and validation activities of the InfoTerra/TerraSAR Element of the European Earth Watch Programme, or

(ii) to execute and issue an Instrument of Full Powers authorizing Raymond Chrétien, Ambassador of Canada to the French Republic, or Ian McLean, Minister, or Marc Garneau, President of the Canadian Space Agency, to sign, on behalf of the Government of Canada, an Arrangement, constituting an Agreement, between the Government of Canada and the European Space Agency concerning participation by the Government of Canada in the development and validation activities of the InfoTerra/TerraSAR Element of the European Earth Watch Programme; and

(b) secondly, to take the action necessary to bring the Agreement into force for Canada.

                      Sur recommandation du ministre des Affaires étrangères, Son Excellence la Gouverneure générale en conseil autorise ce dernier :

a) premièrement, selon le cas :

(i) à signer, au nom du Gouvernement du Canada, l’Arrangement, constituant un accord, entre le Gouvernement du Canada et l’Agence spatiale européenne portant sur la participation du Gouvernement du Canada aux activités d’exploitation et de validation de l’élément InfoTerra/ TerraSAR du programme européen d’observation de la Terre,

(ii) à établir et à délivrer un instrument de pleins pouvoirs autorisant Raymond Chrétien, ambassadeur du Canada en République française, ou Ian McLean, ministre, ou Marc Garneau, président de l’Agence spatiale canadienne, à signer, au nom du Gouvernement du Canada, l’Arrangement, constituant un accord, entre le Gouvernement du Canada et l’Agence spatiale européenne portant sur la participation du Gouvernement du Canada à l’élément InfoTerra/TerraSAR du programme européen d’observation de la Terre;

b) deuxièmement, à prendre les mesures nécessaires à l’entrée en vigueur de l’Accord pour le Canada.
