His Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, authorizes the Minister of Foreign Affairs

(a) to sign, on behalf of the Government of Canada, subject to ratification, the Final Acts of the World Conference on International Telecommunications of the International Telecommunication Union to be held in Dubai, United Arab Emirates, from December 3 to December 14, 2012; or

(b) to execute and issue an Instrument of Full Powers authorizing Pamela Miller, Director General, Strategic Policy Sector, Department of Industry, or Bruce Gracie, Senior Advisor, International Telecommunications Policy and Coordination, Department of Industry, or Michael Walma, Director, Policy Planning Division, Department of Foreign Affairs and International Trade, to sign, on behalf of the Government of Canada, subject to ratification, the Final Acts of the World Conference on International Telecommunications of the International Telecommunication Union to be held in Dubai, United Arab Emirates, from December 3 to December 14, 2012.

Sur recommandation du ministre des Affaires étrangères, Son Excellence le Gouverneur général en conseil autorise celui-ci :

a) soit à signer, au nom du gouvernement du Canada, sous réserve de ratification, les Actes finals de la Conférence mondiale des télécommunications internationales de l’Union internationale des télécommunications qui aura lieu à Dubaï (Émirats arabes unis) du 3 au 14 décembre 2012;

b) soit à signer et à délivrer un instrument de pleins pouvoirs autorisant Pamela Miller, directrice générale, Secteur de la politique stratégique, ministère de l’Industrie, ou Bruce Gracie, conseiller principal, Politique et coordination des télécommunications internationales, ministère de l’Industrie, ou Michael Walma, directeur, direction de la Planification des politiques, ministère des Affaires étrangères et du Commerce international, à signer, au nom du gouvernement du Canada, sous réserve de ratification, les Actes finals de la Conférence mondiale des télécommunications internationales de l’Union internationale des télécommunications qui aura lieu à Dubaï (Émirats arabes unis) du 3 au 14 décembre 2012.
