Whereas the Governor in Council, on the recommendation of the Minister of Foreign Affairs made after consultation with the Minister of Public Safety and Emergency Preparedness, is satisfied that there are reasonable grounds to believe that each of the foreign states set out on the list established by the annexed Order supported or supports terrorism;

Therefore, His Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, pursuant to subsection 6.1(2) of the State Immunity Act, makes the annexed Order Establishing a List of Foreign State Supporters of Terrorism.

Attendu que le gouverneur en conseil est convaincu, sur la recommandation du ministre des Affaires étrangères faite après consultation du ministre de la Sécurité publique et de la Protection civile, qu’il existe des motifs raisonnables de croire que chacun des États étrangers inscrits sur la liste établie par le décret ci-après soutiennent ou ont soutenu le terrorisme,

À ces causes, sur recommandation du ministre des Affaires étrangères et en vertu du paragraphe 6.1(2) de la Loi sur l’immunité des États, Son Excellence le Gouverneur général en conseil prend le Décret établissant la liste d’États étrangers qui soutiennent ou ont soutenu le terrorisme, ci-après.
