His Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, authorizes the Minister of Foreign Affairs

(a) to sign, on behalf of the Government of Canada, subject to ratification, the Protocol amending the Agreement between Canada and the United States on Great Lakes Water Quality, 1978, as amended on October 16, 1983 and on November 18, 1987; or

(b) to execute and issue an Instrument of Full Powers authorizing Peter Kent, Minister of the Environment, or Gary Doer, Ambassador of Canada to the United States of America, or Roy Norton, Consul General of Canada in Detroit, to sign, on behalf of the Government of Canada, subject to ratification, the Protocol amending the Agreement between Canada and the United States on Great Lakes Water Quality, 1978, as amended on October 16, 1983 and on November 18, 1987.

Sur recommandation du ministre des Affaires étrangères, Son Excellence le Gouverneur général en conseil autorise celui-ci :

a) soit à signer, au nom du gouvernement du Canada, sous réserve de ratification, le Protocole amendant l’Accord de 1978 entre le Canada et les États-Unis d’Amérique relatif à la qualité de l’eau dans les Grands Lacs, tel qu’il a été modifié le 16 octobre 1983 et le 18 novembre 1987;

b) soit à signer et à délivrer un instrument de pleins pouvoirs autorisant Peter Kent, ministre de l’Environnement, ou Gary Doer, ambassadeur du Canada auprès des États-Unis d’Amérique, ou Roy Norton, consul général du Canada à Détroit, à signer, au nom du gouvernement du Canada, sous réserve de ratification, le Protocole amendant l’Accord de 1978 entre le Canada et les États-Unis d’Amérique relatif à la qualité de l’eau dans les Grands Lacs, tel qu’il a été modifié le 16 octobre 1983 et le 18 novembre 1987.
