His Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, authorizes the Minister of Foreign Affairs

(a) to sign, on behalf of the Government of Canada, subject to ratification, the Exchange of Notes between the Government of Canada and the Government of the United States of America constituting an agreement amending Chapter 4 of Annex IV of the Treaty between the Government of Canada and the Government of the United States of America concerning Pacific Salmon; or

(b) to execute and issue an Instrument of Full Powers authorizing Gary Doer, Ambassador of Canada to the United States of America, or Deborah Lyons, Deputy Head of Mission and Minister-Counsellor, Embassy of Canada to the United States of America, to sign, on behalf of the Government of Canada, subject to ratification, the Exchange of Notes between the Government of Canada and the Government of the United States of America constituting an agreement amending Chapter 4 of Annex IV of the Treaty between the Government of Canada and the Government of the United States of America concerning Pacific Salmon.

Sur recommandation du ministre des Affaires étrangères, Son Excellence le Gouverneur général en conseil autorise celui-ci :

a) soit à signer, au nom du gouvernement du Canada, sous réserve de ratification, l’Échange de notes entre le gouvernement du Canada et le gouvernement des États-Unis d’Amérique constituant un accord amendant le chapitre 4 de l’Annexe IV du Traité entre le gouvernement du Canada et le gouvernement des États-Unis d’Amérique concernant le saumon du Pacifique;

b) soit à signer et à délivrer un instrument de pleins pouvoirs autorisant Gary Doer, ambassadeur du Canada auprès des États-Unis d’Amérique, ou Deborah Lyons, chef de mission adjoint et ministre-conseillère, ambassade du Canada aux États-Unis d’Amérique, à signer, au nom du gouvernement du Canada, sous réserve de ratification, l’Échange de notes entre le gouvernement du Canada et le gouvernement des États-Unis d’Amérique constituant un accord amendant le chapitre 4 de l’Annexe IV du Traité entre le gouvernement du Canada et le gouvernement des États-Unis d’Amérique concernant le saumon du Pacifique.
