Whereas a Memorandum of Agreement was signed by the parties on November 19, 2003, which among other things, ratified the mandate of the Treaty Relations Commission of Manitoba and the roles and responsibilities of the Treaty Commissioner;

Whereas the Treaty Relations Commission of Manitoba was established in 2005 with a mandate that includes public education, independent research and, from time to time, facilitation of exploratory discussions on historic treaty issues;

Whereas an evaluation of the Treaty Relations Commission of Manitoba was completed in March 2010, recommending that the Treaty Relations Commission of Manitoba continue its mandate and work under the direction of Canada and the Assembly of Manitoba Chiefs;

Whereas the operating costs for the Treaty Relations Commission of Manitoba come from the Department of Indian Affairs and Northern Development’s existing resources for a period of three years, starting April 1, 2011;

Therefore, His Excellency the Governor General in Council, on the recommendation of the Minister of Indian Affairs and Northern Development, hereby extends the mandate of the Treaty Relations Commission of Manitoba as a recognized federal institution, to function in Manitoba, subject to the terms and conditions set out in the 2003 Memorandum of Agreement between Canada and the Assembly of Manitoba Chiefs.

Attendu qu’un protocole d’entente a été signé par les parties le 19 novembre 2003, notamment pour ratifier le mandat de la Commission des relations découlant des traités du Manitoba ainsi que les rôles et les responsabilités du commissaire aux traités;

Attendu que la Commission des relations découlant des traités du Manitoba a été établie en 2005 avec un mandat incluant l’éducation publique, la recherche indépendante et, s’il y a lieu, la facilitation de discussions préliminaires sur des questions touchant les traités historiques;

Attendu qu’une évaluation de la Commission des relations découlant des traités du Manitoba a été réalisée en mars 2010, recommandant que celle-ci poursuive son mandat et travaille sous la direction du Canada et de l’Assemblée des chefs du Manitoba;

Attendu que les frais de fonctionnement de la Commission des relations découlant des traités du Manitoba proviennent des ressources actuelles du ministère des Affaires indiennes et du Nord canadien pour une période de trois ans, à compter du 1^er avril 2011,

À ces causes, sur recommandation du ministre des Affaires indiennes et du Nord canadien, Son Excellence le Gouverneur général en conseil prolonge le mandat de la Commission des relations découlant des traités du Manitoba, sous réserve des conditions précisées dans le protocole d’entente de 2003 entre le Canada et l’Assemblée des chefs du Manitoba.
