His Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, hereby authorizes the Minister of Foreign Affairs

(a) firstly

(i) to sign, on behalf of the Government of Canada, the Exchange of Notes between the Government of Canada and the Government of the United States of America constituting an agreement amending Chapter 4 of Annex IV of the Treaty between the Government of Canada and the Government of the United States of America concerning Pacific Salmon; or

(ii) to execute and issue an Instrument of Full Powers authorizing Gary Doer, Ambassador of Canada to the United States of America, or Deborah Lyons, Deputy Head of Mission, to sign, on behalf of the Government of Canada, the Exchange of Notes between the Government of Canada and the Government of the United States of America constituting an agreement amending Chapter 4 of Annex IV of the Treaty between the Government of Canada and the Government of the United States of America concerning Pacific Salmon; and

(b) secondly, to take the actions necessary to bring into force for Canada the Exchange of Notes.

Sur recommandation du ministre des Affaires étrangères, Son Excellence le Gouverneur général en conseil autorise ce dernier :

a) d’une part,

(i) soit à signer, au nom du gouvernement du Canada, l’Échange de notes entre le gouvernement du Canada et le gouvernement des États-Unis d’Amérique constituant un accord amendant le chapitre 4 de l’Annexe IV du Traité entre le gouvernement du Canada et le gouvernement des États-Unis d’Amérique concernant le saumon du Pacifique; ou

(ii) soit à préparer et à délivrer un instrument de pleins pouvoirs autorisant Gary Doer, ambassadeur du Canada auprès des États-Unis d’Amérique, ou Deborah Lyons, chef de mission adjoint, à signer, au nom du gouvernement du Canada, l’Échange de notes entre le gouvernement du Canada et le gouvernement des États-Unis d’Amérique constituant un accord amendant le chapitre 4 de l’Annexe IV du Traité entre le gouvernement du Canada et le gouvernement des États-Unis d’Amérique concernant le saumon du Pacifique;

b) d’autre part, à prendre les mesures nécessaires à l’entrée en vigueur de l’Échange de notes pour le Canada.
