                  Whereas, pursuant to subsection 12(5) of the Farm Income Protection Act, the Governor in Council deems it necessary, following the implementation of certain special measures by the Minister of Agriculture and Agri-Food pursuant to subsection 12(1) of that Act, to enter into the agreement referred to in paragraph (g) with the Province of British Columbia for the purpose of assisting producers of agricultural products and thereby implementing commitments set out in the Federal-Provincial-Territorial Framework Agreement on Agricultural and Agri-Food Policy for the Twenty-First Century;

                  Therefore, Her Excellency the Governor General in Council, on the recommendation of the Minister of Agriculture and Agri-Food and the Treasury Board, hereby

(a) pursuant to section 5 of the Department of Agriculture and Agri-Food Act, assigns the power to the Minister of Agriculture and Agri-Food to enter into, on behalf of the Government of Canada, the Canada-British Columbia Implementation Agreement with the Government of British Columbia, substantially in accordance with the annexed draft agreement;

(b) pursuant to subsection 4(1) of the Farm Income Protection Act, authorizes the Minister of Agriculture and Agri-Food to enter into, on behalf of the Government of Canada, the Federal-Provincial Agreement Re-Establishing the Net Income Stabilization Account (NISA) Program with the Government of British Columbia, substantially in accordance with the draft agreement attached as Annex A to the draft agreement referred to in paragraph (a);

(c) pursuant to subsection 9(1) of the Farm Income Protection Act, consents to the amendment of the existing Federal-Provincial Agreement Establishing the Net Income Stabilization Account (NISA) Program, according to the terms of the draft agreement attached as Annex A to the draft agreement referred to in paragraph (a);

(d) pursuant to paragraph 9(2)(b) of the Farm Income Protection Act, approves the termination by the Minister of Agriculture and Agri-Food of the existing Federal-Provincial Agreement Establishing the Net Income Stabilization Account (NISA) Program, according to the terms of the draft agreement attached as Annex A to the draft agreement referred to in paragraph (a);

(e) pursuant to subsection 4(1) of the Farm Income Protection Act, authorizes the Minister of Agriculture and Agri-Food to enter into, on behalf of the Government of Canada, the Canada-British Columbia Production Insurance Agreement with the Government of British Columbia, substantially in accordance with the draft agreement attached as Annex B to the draft agreement referred to in paragraph (a);

(f) pursuant to subsection 9(1) of the Farm Income Protection Act, consents to the amendment of the existing Canada-British Columbia Crop Insurance Agreement, according to the terms of the draft agreement attached as Annex B to the draft agreement referred to in paragraph (a); and

(g) pursuant to subsection 12(5) of the Farm Income Protection Act, authorizes the Minister of Agriculture and Agri-Food to enter into, on behalf of the Government of Canada, an agreement with the Government of British Columbia, substantially in accordance with the terms and conditions attached as Annex C to the draft agreement referred to in paragraph (a), to provide for financial assistance in respect of the programs established by the following agreements:

(i) the Canada-British Columbia National Beef Industry Development Fund Agreement,

(ii) the Canada-British Columbia Plant and Animal Health Tracking and Monitoring Program Agreement,

(iii) the Canada-British Columbia Okanagan-Kootenay Sterile Insect Release Program Agreement,

(iv) the Canada-British Columbia Tree Fruit Revitalization Program Agreement, and

(v) the Canada-British Columbia Negative Margin Insurance Pilot Program Agreement.
