Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, hereby authorizes the Minister of Foreign Affairs

(a) to sign, on behalf of Canada, subject to ratification, the Agreement concerning Annual Reports on Human Rights and Free Trade between Canada and the Republic of Colombia; or

(b) to execute and issue an Instrument of Full Powers authorizing the Honourable Peter Van Loan, Minister for International Trade, or Geneviève des Rivières, Ambassador Extraordinary and Plenipotentiary of Canada to the Republic of Colombia, to sign, on behalf of Canada, subject to ratification, the Agreement concerning Annual Reports on Human Rights and Free Trade between Canada and the Republic of Colombia.

Sur recommandation du ministre des Affaires étrangères, Son Excellence la Gouverneure générale en conseil autorise celui-ci :

a) soit à signer, au nom du Canada, sous réserve de ratification, l’Accord concernant des rapports annuels sur les droits de l’homme et le libre-échange entre le Canada et la République de Colombie;

b) soit à signer et à délivrer un instrument de pleins pouvoirs autorisant l’honorable Peter Van Loan, ministre du Commerce international, ou Geneviève des Rivières, ambassadeur extraordinaire et plénipotentiaire du Canada auprès de la République de Colombie, à signer, au nom du Canada, sous réserve de ratification, l’Accord concernant des rapports annuels sur les droits de l’homme et le libre-échange entre le Canada et la République de Colombie.
