Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, hereby authorizes the Minister of Foreign Affairs

(a) to sign, on behalf of the Government of Canada, subject to ratification, the Protocol amending the Air Transport Agreement between the Government of Canada and the Government of the United Mexican States, done at Mexico City on December 21, 1961, as amended ; or

(b) to execute and issue an Instrument of Full Powers authorizing the Honourable John Baird, Minister of Transport, or the Honourable Peter Van Loan, Minister for International Trade, or Guillermo Rishchynski, Ambassador of Canada to the United Mexican States , to sign, on behalf of the Government of Canada, subject to ratification, the Protocol amending the Air Transport Agreement between the Government of Canada and the Government of the United Mexican States, done at Mexico City on December 21, 1961, as amended .

Sur recommandation du ministre des Affaires étrangères, Son Excellence la Gouverneure générale en conseil autorise celui-ci :

a) soit à signer, au nom du gouvernement du Canada, sous réserve de ratification, le Protocole amendant l’Accord relatif aux transports aériens entre le gouvernement du Canada et le gouvernement des États-Unis du Mexique, fait à Mexico le 21 décembre 1961, tel qu’amendé ;

b) soit à signer et à délivrer un instrument de pleins pouvoirs autorisant l’honorable John Baird, ministre des Transports, ou l’honorable Peter Van Loan, ministre du Commerce international, ou Guillermo Rishchynski, ambassadeur du Canada auprès des États-Unis du Mexique , à signer, au nom du gouvernement du Canada, sous réserve de ratification, le Protocole amendant l’Accord relatif aux transports aériens entre le gouvernement du Canada et le gouvernement des États-Unis du Mexique, fait à Mexico le 21 décembre 1961, tel qu’amendé .
