                      Whereas on March 1, 2003, the Minister of the Environment published in the Canada Gazette, Part I, pursuant to subsection 9(4) of the Canadian Environmental Protection Act, 1999, a report that summarizes how any comments or notices of objection were dealt with in response to the publication of the proposed Administrative Agreement Between the Government of Quebec and the Government of Canada Regarding the Implementation in Quebec of the Federal Regulations Pertaining to the Pulp and Paper Sector;

 

                      And whereas the agreement falls within the scope of section 5 of the Department of Fisheries and Oceans Act;

 

                      Therefore, Her Excellency the Governor General in Council, on the recommendation of the Minister of the Environment and the Minister of Fisheries and Oceans, pursuant to section 9 of the Canadian Environmental Protection Act, 1999 and section 5 of the Department of Fisheries and Oceans Act, hereby approves the Minister of the Environment and the Minister of Fisheries and Oceans’ entry into the Administrative Agreement Between the Government of Quebec and the Government of Canada Regarding the Federal Regulations Pertaining to the Pulp and Paper Sector with the Government of the Province of Quebec, substantially in accordance with the annexed draft agreement.


                      Attendu que, le 1er mars 2003, le ministre de l’Environnement a publié dans la Gazette du Canada, Partie I, conformément au paragraphe 9(4) de la Loi canadienne sur la protection de l’environnement (1999), un résumé de la suite qu’il a donnée aux observations ou oppositions reçues à la suite de la publication du projet d’Accord administratif entre le gouvernement du Québec et le gouvernement du Canada dans le cadre de l’application au Québec de la réglementation fédérale visant le secteur des pâtes et papiers;

 

                      Attendu que cet accord s’inscrit dans le cadre de l’article 5 de la Loi sur le ministère des Pêches et des Océans,

 

                      À ces causes, sur recommandation du ministre de l’Environnement et du ministre des Pêches et des Océans et en vertu de l’article 9 de la Loi canadienne sur la protection de l’environnement (1999) et de l’article 5 de la Loi sur le ministère des Pêches et des Océans, Son Excellence la Gouverneure générale en conseil approuve la conclusion par ces deux ministres, avec le gouvernement du Québec, de l’Accord administratif entre le gouvernement du Québec et le gouvernement du Canada dans le cadre de l’application au Québec de la réglementation fédérale visant le secteur des pâtes et papiers, lequel accord est conforme en substance au projet d’accord ci-joint.
