Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, hereby authorizes the Minister of Foreign Affairs:

(a) to sign, on behalf of the Government of Canada, subject to ratification, the Agreement between the Government of Canada and the Government of the Republic of Estonia Concerning Youth Exchanges; or

(b) to execute and issue an Instrument of Full Powers authorizing Robert Scott Heatherington, Ambassador of Canada to the Republic of Latvia, the Republic of Lithuania and the Republic of Estonia, or Habib Massoud, Counsellor and Consul, Embassy of Canada to the Republic of Lithuania, to sign, on behalf of the Government of Canada, subject to ratification, the Agreement between the Government of Canada and the Government of the Republic of Estonia Concerning Youth Exchanges. 

Sur recommandation du ministre des Affaires étrangères, Son Excellence la Gouverneure générale en conseil autorise celui-ci :

a) soit à signer, au nom du gouvernement du Canada, sous réserve de ratification, l’Accord entre le gouvernement du Canada et le gouvernement de la République d’Estonie relatif aux échanges jeunesse;

b) soit à signer et à délivrer un instrument de pleins pouvoirs autorisant Robert Scott Heatherington, Ambassadeur du Canada auprès de la République de Lettonie, de la République de Lituanie et de la République d’Estonie, ou Habib Massoud, conseiller et consul, ambassade du Canada en République de Lithuanie, à signer, au nom du gouvernement du Canada, sous réserve de ratification, l’Accord entre le gouvernement du Canada et le gouvernement de la République d’Estonie relatif aux échanges jeunesse.
