Whereas paragraph 5(3)(b) of the British Columbia Treaty Commission Act, authorizes the British Columbia Treaty Commission to allocate funds that have been provided to enable First Nations to participate in negotiations, in accordance with criteria agreed to by the principals;
Whereas a portion of the funds provided to enable First Nations to participate in negotiations are in the form of loans provided by Canada;
Whereas the current Management Framework for Loans to First Nations in British Columbia for the purpose of supporting their participation in the British Columbia Treaty Commission Process expires on March 31, 2009;
Her Excellency the Governor General in Council, on the recommendation of the Minister of Indian Affairs and Northern Development, hereby approves the terms and conditions for loans to First Nations in British Columbia for the purpose of supporting their participation in the British Columbia Treaty Commission Process for the period commencing April 2, 2009 and terminating March 31, 2014, which terms and conditions are set out in the annexed schedule.
Attendu que l’alinéa 5(3)b) de la Loi sur la Commission des traités de la Colombie-Britannique autorise la Commission des traités de la Colombie-Britannique à octroyer, conformément aux critères convenus par les signataires, des fonds accordés aux Premières Nations pour leur permettre de participer aux négociations;
Attendu qu’une partie des fonds octroyés aux Premières Nations pour leur permettre de participer aux négociations sont des prêts consentis par le Canada;
Attendu que le Cadre de gestion des prêts consentis aux Premières Nations en Colombie-Britannique afin de soutenir leur participation au processus de la Commission des traités de la Colombie-Britannique expire le 31 mars 2009,
À ces causes, sur recommandation du ministre des Affaires indiennes et du Nord canadien, Son Excellence la Gouverneure générale en conseil approuve les Modalités des prêts consentis aux Premières Nations en Colombie-Britannique afin de soutenir leur participation au processus de la Commission des traités de la Colombie-Britannique, lesquelles figurent à l’annexe ci-jointe, pour la période commençant le 2 avril 2009 et se terminant le 31 mars 2014.
