   Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, hereby authorizes the Minister of Foreign Affairs:

 (a) to sign, on behalf of the Government of Canada, subject to ratification, the Framework Agreement between the Government of Canada and the Government of the United States of America for Cooperation in the Exploration and Use of Outer Space for Peaceful Purposes; or

 (b) to execute and issue an Instrument of Full Powers authorizing Tony Clement, Minister of Industry, or

 Steve MacLean, President of the Canadian Space Agency, or Michael Wilson, Ambassador Extraordinary and Plenipotentiary of Canada to the United States of America, to sign, on behalf of the Government of Canada, subject to ratification, the Framework Agreement between the Government of Canada and the Government of the United States of America for Cooperation in the Exploration and Use of Outer Space for Peaceful Purposes.

   Sur recommandation du ministre des Affaires étrangères, Son Excellence la Gouverneure générale en conseil autorise celui-ci :

 a) soit à signer, au nom du gouvernement du Canada, sous réserve de ratification, l’Accord cadre de coopération entre le gouvernement du Canada et le gouvernement des États-Unis d’Amérique relatif à l’exploration et à l’utilisation de l’espace extra-atmosphérique à des fins pacifiques;

 b) soit à signer et à délivrer un instrument de pleins pouvoirs autorisant soit Tony Clement, ministre de l’Industrie, soit

 Steve MacLean, président de l’Agence spatiale canadienne, soit Michael Wilson, ambassadeur extraordinaire et plénipotentiaire du Canada auprès des États-Unis d’Amérique, à signer, au nom du gouvernement du Canada, sous réserve de ratification, l’Accord cadre de coopération entre le gouvernement du Canada et le gouvernement des États-Unis d’Amérique relatif à l’exploration et à l’utilisation de l’espace extra-atmosphérique à des fins pacifiques.
