Whereas, pursuant to subsection 12(5) of the Farm Income Protection Act, the Governor in Council deems it necessary, following the implementation of certain special measures by the Minister of Agriculture and Agri-Food pursuant to subsection 12(1) of that Act, to enter into an agreement referred to in paragraph (d) with the province of Ontario for the purpose of assisting producers of agricultural products and to implement the commitments set out in the Federal-Provincial-Territorial Framework Agreement on Agricultural and Agri-Food Policy for the Twenty-First Century that was signed on June 27, 2002;
Therefore, Her Excellency the Governor General in Council, on the recommendation of the Minister of Agriculture and Agri-Food and the Treasury Board, hereby
(a) pursuant to section 5 of the Department of Agriculture and Agri-Food Act, authorizes the Minister of Agriculture and Agri-Food to enter into, on behalf of the Government of Canada, the Canada-Ontario Implementation Agreement with the Government of Ontario, substantially in accordance with the annexed draft agreement;
(b) pursuant to subsection 4(1) of the Farm Income Protection Act, authorizes the Minister of Agriculture and Agri-Food to enter into, on behalf of the Government of Canada, the Federal-Provincial Agreement Establishing the Net Income Stabilization Account Program with the Government of Ontario, substantially in accordance with the draft agreement attached as Annex A to the draft agreement referred to in paragraph (a);
(c) pursuant to subsection 4(1) of the Farm Income Protection Act, authorizes the Minister of Agriculture and Agri-Food to enter into, on behalf of the Government of Canada, the Canada-Ontario Production Insurance Agreement with the Government of Ontario, substantially in accordance with the draft agreement attached as Annex B to the draft agreement referred to in paragraph (a); and

(d) pursuant to subsection 12(5) of the Farm Income Protection Act, authorizes the Minister of Agriculture and Agri-Food to enter into, on behalf of the Government of Canada, an agreement with the Government of Ontario substantially in accordance with the terms and conditions attached as Annex C to the draft agreement referred to in paragraph (a) to provide for financial assistance in respect of the programs established by the following agreements:
(i) the Canada-Ontario Enhanced Matching Contribution Agreement for NISA,
(ii) the Canada-Ontario Market Revenue Agreement,
(iii) the Canada-Ontario Self Directed Risk management Program Agreement,
(iv) the Canada-Ontario Research and Development Program Agreement, and
(v) the Canada-Ontario Inno-Centre Agreement.

Attendu que, conformément au paragraphe 12(5) de la Loi sur la protection du revenu agricole, la gouverneure en conseil juge nécessaire, après la mise en oeuvre par le ministre de l’Agriculture et de l’Agroalimentaire du processus mentionné au paragraphe 12(1) de cette loi, la conclusion d’un accord avec la province d’Ontario afin d’aider les producteurs agricoles et de mettre en oeuvre les engagements exposés dans l’Accord-cadre fédéral-provincial-territorial sur une politique agricole et agroalimentaire pour le vingt et unième siècle, signé le 27 juin 2002,
À ces causes, sur recommandation du ministre de l’Agriculture et de l’Agroalimentaire et du Conseil du Trésor, Son Excellence la Gouverneure générale en conseil :
a) en vertu de l’article 5 de la Loi sur le ministère de l’Agriculture et de l’Agroalimentaire, autorise le ministre de l’Agriculture et de l’agroalimentaire à conclure avec le gouvernement de l’Ontario, au nom du gouvernement du Canada, l’Accord de mise en oeuvre Canada-Ontario, conforme en substance au projet d’accord ci-joint;
b) en vertu du paragraphe 4(1) de la Loi sur la protection du revenu agricole, autorise le ministre de l’Agriculture et de l’Agroalimentaire à conclure avec le gouvernement de l’Ontario, au nom du gouvernement du Canada, l’Accord fédéral-provincial réinstituant le Programme Compte de stabilisation du revenu net, conforme en substance au projet d’accord figurant à l’annexe A du projet d’accord mentionné à l’alinéa a);
c) en vertu du paragraphe 4(1) de la Loi sur la protection du revenu agricole, autorise le ministre de l’Agriculture et de l’Agroalimentaire à conclure avec le gouvernement de l’Ontario, au nom du gouvernement du Canada, l’Entente

Canada-Ontario sur l’assurance-production, conforme en substance au projet d’accord figurant à l’annexe B du projet d’accord mentionné à l’alinéa a);
d) en vertu du paragraphe 12(5) de la Loi sur la protection du revenu agricole, autorise le ministre de l’Agriculture et de l’Agroalimentaire à conclure avec le gouvernement de l’Ontario, au nom du gouvernement du Canada, un acord visant à fournir une aide financière dans le cadre des programmes établis par les accords ci-après et conforme en substance au projet d’accord figurant à l’annexe C du projet d’accord mentionné à l’alinéa a):
(i) l’Entente Canada-Ontario de contribution de contrepartie améliorée pour le Compte de stabilisation du revenu net (CSRN),
(ii) l’Entente Canada-Ontario sur les revenus de marché,
(iii) l’Entente Canada-Ontario concernant le programme d’autogestion du risque,
(iv) l’Entente Canada-Ontario concernant le Programme de recherche et développement,
(v) l’Entente Canada-Ontario concernant l’Inno-Centre.
