Her Excellency the Governor General in Council, on the recommendation of the Minister of Transport, pursuant to sections 7 and 8 of the Harbour Commissions Act, hereby 

appoints Gary F. Valcour of Oshawa, Ontario, to be a member of the Oshawa Harbour Commission, to hold office during pleasure for a term of one year, effective December 15, 2007.
