Whereas, pursuant to subsection 12(5) of the Farm Income Protection Act, the Governor in Council deems it necessary, following the implementation of certain special measures by the Minister of Agriculture and Agri-Food pursuant to subsection 12(1) of that Act, to enter into an agreement with each of the governments of the provinces of Alberta, Ontario and Prince Edward Island for the purpose of taking action to facilitate the transition of producers to a more responsive method of valuing inventories under the Canadian Agricultural Income Stabilization (CAIS) program;

 

Therefore, Her Excellency the Governor General in Council, on the recommendation of the Minister of Agriculture and Agri-Food and the Treasury Board, pursuant to subsection 12(5) of the Farm Income Protection Act, hereby authorizes the Minister of Agriculture and Agri-Food, on behalf of the Government of Canada, to enter into an agreement with each of the governments of the provinces of Alberta, Ontario and Prince Edward Island establishing the CAIS Inventory Transition Initiative to provide for the provincial delivery of federal contributions to the agriculture sector under the CAIS Inventory Transition Initiative, substantially in accordance with the annexed draft agreement.

Attendu que, la gouverneure en conseil juge nécessaire, en vertu du paragraphe 12(5) de la Loi sur la protection du revenu agricole, après la mise en oeuvre de certaines mesures spéciales par le ministre de l’Agriculture et de l’Agro-alimentaire au titre du paragraphe 12(1) de cette loi, de conclure un accord avec chacun des gouvernements de l’Alberta, de l’Ontario et de l’Île-du-Prince-Édouard visant à prendre des dispositions qui facilitent, pour les producteurs, la transition à une méthode d’évaluation des stocks au titre du Programme canadian de stabilisation du revenu agricole (PCSRA) mieux  adaptée à leurs besoins,

 

À ces causes, sur recommendation du ministre de l’Agriculture et de l’Agro-alimentaire et du Conseil du Trésor et en vertu du paragraphe 12(5) de la Loi sur la protection du revenu agricole, Son Excellence la Gouverneure générale en conseil autorise le ministre de l’Agriculture et de l’Agro-alimentaire à conclure avec chacun des gouvernements de l’Alberta, de l’Ontario et de l’Île-du-Prince-Édouard, au nom du gouvernement du Canada, un accord en vue d’instaurer l’Initiative de transition du PCSRA pour l’évaluation des stocks et de prévoir, dans le cadre de cette initiative, le versement au secteur agricole par les provinces de contributions fédérales, lequel accord est conforme en substance au projet d’accord ci-joint.
