Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, hereby authorizes the Minister of Foreign Affairs:

 

(a) firstly,

 

(i) to sign, on behalf of the Government of Canada, an Agreement between the Government of Canada and the Secretariat of the United Nations Framework Convention on Climate Change regarding the Eleventh session of the Conference of the Parties to the United Nations Framework Convention on Climate Change and the First session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol, or

 

(ii) to execute and issue an Instrument of Full Powers authorizing the Honourable Stéphane Dion, Minister of the Environment, or Samy Watson, Deputy Minister of the Environment, or Paul Dubois, Ambassador of Canada to the Federal Republic of Germany to sign, on behalf of the Government of Canada, an Agreement between the Government of Canada and the Secretariat of the United Nations Framework Convention on Climate Change regarding the Eleventh session of the Conference of the Parties to the United Nations Framework Convention on Climate Change and the First session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol; and

 

(b) secondly, to take the action necessary to bring the Agreement into force for Canada.

Sur recommandation du ministre des Affaires étrangères, Son Excellence la Gouverneure générale en conseil autorise le ministre des Affaires étrangères :

 

a) d’une part,

 

(i) soit à signer, au nom du gouvernement du Canada, l’Accord entre le gouvernement du Canada et le Secrétariat de la Convention-cadre des Nations Unies sur les changements climatiques concernant la Onzième session de la Conférence des Parties à la Convention-cadre des Nations Unies sur les changements climatiques et la Première session de la Conférence des Parties agissant comme réunion des Parties au Protocole de Kyoto,

 

(ii) soit à établir et à délivrer un instrument de pleins pouvoirs autorisant l’honorable Stéphane Dion, ministre de l’Environnement, Samy Watson, sous-ministre de l’Environnement, ou Paul Dubois, ambassadeur du Canada auprès de la République fédérale d’Allemagne à signer, au nom du gouvernement du Canada, l’Accord entre le gouvernement du Canada et le Secrétariat de la Convention-cadre des Nations Unies sur les changements climatiques concernant la Onzième session de la Conférence des Parties à la Convention-cadre des Nations Unies sur les changements climatiques et la Première session de la Conférence des Parties agissant comme réunion des Parties au Protocole de Kyoto;

 

b) d’autre part, à prendre les mesures nécessaires à l’entrée en vigueur de l’Accord pour le Canada.
