Her Excellency the Governor General in Council, on the recommendation of the Acting Minister of Natural Resources, pursuant to paragraph 33(1)(c) of the Parliament of Canada Act, hereby authorizes the trip to St. John’s, in Newfoundland and Labrador, undertaken by Todd Russell, member of the House of Commons for the constituency of Labrador, from September 19 to September 22, 2005, in order to speak on behalf of the Minister of Natural Resources for the opening of the INCO Innovation Centre.

Sur recommandation du ministre suppléant des Ressources naturelles et en vertu de l’alinéa 33(1)c) de la Loi sur le Parlement du Canada, Son Excellence la Gouverneure générale en conseil autorise le voyage à St. John’s (Terre-Neuve-et-Labrador), effectué par Todd Russell, député de la circonscription de Labrador, du 19 au 22 septembre 2005, afin de prononcer un discours au nom du ministre des Ressources naturelles lors de la cérémonie d’ouverture du Centre Innovation INCO.
