                     Her Excellency the Governor General in Council, on the recommendation of the Minister of Natural Resources, pursuant to subsection 12(3) of the Canada-Newfoundland Atlantic Accord Implementation Act (the “Act”), hereby

 

          (a)      appoints W. Wayne Thistle of St. John’s, Newfoundland and Labrador, as a panel member for the selection of a Chairman of the Canada-Newfoundland Offshore Petroleum Board (the “Board”), for a term beginning September 1, 2005 and ending on the earlier of:

 

(i) the day the panel selects a Chairman of the Board in accordance with subsection 12(2) of the Act, and

 

(ii) the day that the federal and provincial governments agree on the appointment of the Chairman of the Board;

 

          (b)      fixes the remuneration of W. Wayne Thistle in accordance with the per diem rate set out in the annexed schedule, which per diem rate is within the range ($450 - $600); and

 

          (c)      orders that the expenses of W. Wayne Thistle shall be reimbursed in accordance with Treasury Board guidelines.



                     Sur recommandation du ministre des Ressources naturelles et en vertu du paragraphe 12(3) de la Loi de mise en oeuvre de l’Accord atlantique Canada–Terre-Neuve, Son Excellence la Gouverneure générale en conseil :

 

          a)       nomme W. Wayne Thistle, de St. John’s (Terre-Neuve-et-Labrador), à titre d’arbitre du comité constitué pour désigner le président de l’Office Canada–Terre-Neuve des hydrocarbures extracôtiers, pour la période débutant le 1er septembre 2005 et se terminant au premier en date des jours suivants :

 

(i) celui où le comité désigne, en vertu du paragraphe 12(2) de cette loi, le président de l’Office,

 

(ii) celui où les gouvernements fédéral et provincial arrivent à un accord sur le choix du président de l’Office;

 

          b)       fixe la rémunération de W. Wayne Thistle conformément au taux quotidien mentionné à l’annexe ci-jointe, lequel taux se situe dans l’échelle (450 $ - 600 $);

 

          c)       ordonne que les frais de W. Wayne Thistle soient remboursés conformément aux directives du Conseil du Trésor.
