                        Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, hereby authorizes that Minister:

(a) firstly,

(i) to sign, on behalf of the Government of Canada, an agreement between Canada and the Socialist Republic of Vietnam on cooperation concerning adoption; or

(ii) to execute and issue an Instrument of Full Powers authorizing the Honourable Lucienne Robillard, President of the Queen’s Privy Council for Canada and Minister of Intergovernmental Affairs, or David Mulroney, Assistant Deputy Minister (Bilateral Relations), Department of Foreign Affairs and International Trade, or Peter M. Boehm, Assistant Deputy Minister (Americas), on behalf of the Government of Canada, to sign an agreement between Canada and the Socialist Republic of Vietnam on cooperation concerning adoption; and

(b) secondly, to take the action necessary to bring the agreement into force for Canada.

                     Sur recommandation du ministre des Affaires étrangères, Son Excellence la Gouverneure générale en conseil autorise ce dernier :

a) premièrement :

i) soit à signer, au nom du gouvernement du Canada, un accord de coopération en matière d’adoption entre le Canada et la République socialiste du Vietnam;

ii) soit à établir et à délivrer un instrument de pleins pouvoirs autorisant l’honorable Lucienne Robillard, présidente du Conseil privé de la Reine pour le Canada et ministre des Affaires intergouvernementales, David Mulroney, sous-ministre adjoint (Relations bilatérales), ministère des Affaires étrangères et du Commerce international, ou Peter M. Boehm, sous-ministre adjoint (Amériques), à signer, au nom du gouvernement du Canada, un accord de coopération en matière d’adoption entre le Canada et la République socialiste du Vietnam;

b) deuxièmement à prendre les mesures nécessaires à l’entrée en vigueur de l’accord pour le Canada.
