                     Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, hereby authorizes that Minister

(a) firstly,

(i) to sign, on behalf of the Government of Canada, an Exchange of Notes between the Government of Canada and the Government of the United States of America constituting an Agreement to amend the Agreement between the Government of Canada and the Government of the United States of America for Water Supply and Flood Control in the Souris River Basin, done at Washington on October 26, 1989, or

(ii) to execute and issue an Instrument of Full Powers authorizing the Honourable Frank J. McKenna, Ambassador of Canada to the United States of America, or Jon Allen, Minister (Political Affairs), to sign, on behalf of the Government of Canada, an Exchange of Notes between the Government of Canada and the Government of the United States of America constituting an Agreement to amend the Agreement between the Government of Canada and the Government of the United States of America for Water Supply and Flood Control in the Souris River Basin, done at Washington on October 26, 1989; and

(b) secondly, to take the action necessary to bring the Exchange of Notes into force for Canada.

                     Sur recommandation du ministre des Affaires étrangères, Son Excellence la Gouverneure générale en conseil autorise celui-ci :

a) d’une part :

(i) soit à signer, au nom du gouvernement du Canada, l’Échange de notes entre le gouvernement du Canada et le gouvernement des États-Unis d’Amérique constituant un accord modifiant l’Accord entre le gouvernement du Canada et le gouvernement des États-Unis d’Amérique concernant l’approvisionnement en eau et la protection contre les crues dans le bassin de la rivière Souris, fait à Washington le 26 octobre 1989,

(ii) soit à établir et à délivrer un instrument de pleins pouvoirs autorisant l’honorable Frank J. McKenna, ambassadeur du Canada auprès des États-Unis d’Amérique, ou Jon Allen, ministre (Affaires Politiques), à signer, au nom du gouvernement du Canada, l’Échange de notes entre le gouvernement du Canada et le gouvernement des États-Unis d’Amérique constituant un accord modifiant l’Accord entre le gouvernement du Canada et le gouvernement des États-Unis d’Amérique concernant l’approvisionnement en eau et la protection contre les crues dans le bassin de la rivière Souris, fait à Washington le 26 octobre 1989;

b) d’autre part, à prendre les mesures nécessaires à l’entrée en vigueur de l’Échange de notes pour le Canada.
