                     Whereas, pursuant to subsection 562.12(1) of the Canada Shipping Act, a copy of the proposed Navigation Safety Regulations, substantially in the annexed form, was published in the Canada Gazette, Part I, on March 27, 2004, and a reasonable opportunity was thereby afforded to ship owners, masters, seamen and other interested persons to make representations to the Minister of Transport with respect to the proposed Regulations;

                     Therefore, Her Excellency the Governor General in Council,

on the recommendation of the Minister of Transport, pursuant to section 314, subsection 338(1), section 339 and paragraphs 562.1(1)(c) and 657(1)(b) of the Canada Shipping Act and subparagraph 12(1)(a)(ii) of the Arctic Waters Pollution Prevention Act, hereby makes the annexed Navigation Safety Regulations.

                     Attendu que, conformément au paragraphe 562.12(1) de la Loi sur la marine marchande du Canada, le projet de règlement intitulé Règlement sur la sécurité de la navigation, conforme en substance au texte ci-après, a été publié dans la Gazette du Canada Partie I le 27 mars 2004 et que les propriétaires de navire, capitaines, marins et autres personnes intéressées ont ainsi eu la possibilité de présenter au ministre des Transports leurs observations au sujet du projet de règlement,

                     À ces causes, sur recommandation du ministre des Transports et en vertu de l’article 314, du paragraphe 338(1), de l’article 339 et des alinéas 562.1(1)c) et 657(1)b) de la Loi sur la marine marchande du Canada et du sous-alinéa 12(1)a)(ii) de la Loi sur la prévention de la pollution des eaux arctiques, Son Excellence la Gouverneure générale en conseil prend le Règlement sur la sécurité de la navigation, ci-après.
