                     Her Excellency the Governor General in Council, on the recommendation of the Prime Minister, pursuant to section 46 of the Parliament of Canada Act, hereby appoints, for a period terminating on July 20, 2005, the Honourable Paul DeVillers, a Member of the House of Commons to be Parliamentary Secretary to the Prime Minister.
