                      Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, hereby authorizes:

      (a) the Minister of Foreign Affairs:

(i) to sign, on behalf of the Government of Canada, a Treaty between the Government of Canada and the Government of the Republic of the Philippines on the Transfer of Sentenced Persons and on Cooperation in the Enforcement of Penal Sentences, or

(ii) to execute and issue an Instrument of Full Powers authorizing the Honourable Pierre S. Pettigrew, Minister for International Trade, or the Honourable David Kilgour, Secretary of State (Asia-Pacific), or Robert L. Collette, Ambassador of Canada to the Republic of the Philippines, to sign, on behalf of the Government of Canada, a Treaty between the Government of Canada and the Government of the Republic of the Philippines on the Transfer of Sentenced Persons and on Cooperation in the Enforcement of Penal Sentences; and

(b) the Minister of Foreign Affairs to take any action necessary to bring the Treaty into force for Canada.

             Sur recommandation du ministre des Affaires étrangères, Son Excellence la Gouverneure générale en conseil autorise :

a) le ministre des Affaires étrangères

(i) soit à signer, au nom du gouvernement du Canada, le Traité entre le gouvernement du Canada et le gouvernement de la République des Philippines sur le transfèrement de condamnés et la coopération dans l’exécution des peines,

(ii) soit à établir et à délivrer un instrument de pleins pouvoirs autorisant l’honorable Pierre S. Pettigrew, ministre du Commerce international, ou l’honorable David Kilgour, secrétaire d’État (Asie-Pacifique), ou Robert L. Collette, ambassadeur du Canada auprès de la République des Philippines, à signer, au nom du gouvernement du Canada, le Traité entre le gouvernement du Canada et le gouvernement de la République des Philippines sur le transfèrement de condamnés et la coopération dans l’exécution des peines;

b) le ministre des Affaires étrangères à prendre les mesures nécessaires à l’entrée en vigueur du Traité pour le Canada.
